Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has put forward a series of important thoughts and judgments on innovation and development, raising innovation and development to a height related to the future and destiny of the country and the nation, and placing it at the core of the overall national development. The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China put forward the "five development concepts", and the first one is "innovative development". Innovation is the first driving force for development. Speaking of the word "innovation", it is inseparable from "patent" and "intellectual property protection". Premier Li Keqiang pointed out that "protecting intellectual property rights is the fire of protecting innovation". Nanjing Qixia District is located in the north of the main city of Nanjing. It is an important science and education center and shipping center in China. It is a modern riverside area with the main functions of medicine and electronics, machinery manufacturing, port transportation, and building materials industry. In order to further do a good job in the protection and operation of "intellectual property rights", on October 16, 2016, Nanjing Qixia District Science and Technology Association, Qixia District Patent Service Sub-station, and Qixia District Intellectual Property Office jointly sponsored the "2016 Nanjing Enterprise Patent Application Engineer Training", this training specially invited senior expert in intellectual property, Dr. Hou Qingchen, General Manager of Huaxun Intellectual Property, to give a lecture.
Dr. Hou Qingchen is currently studying in the doctoral program of intellectual property at Peking University Law School. He has a master's degree in law from National Taiwan University, a master's degree in business from National Chengchi University and a master's degree in law from the University of Pennsylvania, general manager of Nanjing Huaxun Intellectual Property Consulting Co., Ltd., Taiwan Qingchen Law Firm founder lawyer, executive partner, city "321" leading technology entrepreneurial talent. He has worked in Taiwan Wise Law Firm and internationally renowned law firm Baker & Mckenzie. He has a license of Taiwan lawyer, Taiwan patent engineer, New York State lawyer, etc., has 15 years of professional experience in transnational intellectual property rights, is familiar with the laws of Taiwan, the United States and the mainland, and is familiar with the actual state of industrial operation.
With the development of economic level and the implementation of national policies, many enterprises are no longer unfamiliar with "intellectual property rights". More and more enterprises regard "intellectual property protection" as a bargaining chip to enhance their core competitiveness. However, there are some detailed problems and specific application methods, and many small and medium-sized enterprises that are still developing are still very vague. In response to these problems, Dr. Hou Qingchen gave a vivid explanation on "the definition of intellectual property rights", "intellectual property rights requirements", "the value of intellectual property rights" and the latest national policies on intellectual property protection in the form of pictures and texts. For some enterprises with a certain scale of development, in response to the call of "going out" of the country, they began to pay more attention to overseas patent applications. In view of this situation, Dr. Hou Qingchen also gave a detailed introduction and explanation on PCT application. PCT is the abbreviation of PatentCooperationTreaty (Patent Cooperation Agreement), which is an international cooperation treaty in the patent field. Enterprises pass PCT, you only need to submit an international patent application to apply for patents in multiple countries. This provides convenience for companies to apply for patents abroad, and it is also a shortcut for Chinese companies to "go global" in the future.
In the interactive session, Dr. Hou Qingchen gave advice and guidance on patent issues raised by local enterprises, and the activity ended in an atmosphere of heated discussion.
