  为全面落实新发展理念,深入实施创新驱动发展战略,加快打通科技成果转移转化通道,推动创新型省份建设和经济提质增效升级,根据《中华人民共和国促进科技成果转化法》、《国务院关于印发实施〈中华人民共和国促进科技成果转化法〉若干规定的通知》(国发〔2016〕16号)、《国务院办公厅关于印发促进科技成果转移转化行动方案的通知》(国办发〔2016〕28号)精神,结合我省实际,制定本方案。

  一、总体要求和主要目标

  (一)总体要求。深入贯彻习近平总书记系列重要讲话精神,聚焦供给侧结构性改革和“一中心、一基地”建设,着眼充分发挥市场配置资源的决定性作用和更好发挥政府作用,坚持“市场导向、政府引导、纵横联动、机制创新”原则,以促进科技与经济紧密结合为主线,完善科技成果转移转化政策环境,强化重点领域和关键环节的系统部署,强化技术、资本、人才、服务等创新资源的深度融合与优化配置,强化科技成果转移转化的协同推进,建立符合科技创新规律和市场经济规律的科技成果转移转化体系,促进科技成果资本化、产业化,形成经济持续稳定增长的新动力,为建设经济强、百姓富、环境美、社会文明程度高的新江苏提供强大支撑。

  (二)主要目标。“十三五”期间,推动一批短中期见效、有力带动产业结构优化升级的重大科技成果转化应用,创建30个国家和省级技术转移示范机构,布局建设500个支撑实体经济发展的众创空间和40个科技公共服务平台,建成若干技术转移人才培养基地,全省技术市场合同交易额达1000亿元。全省企业、高校和科研院所科技成果转移转化能力显著提高,市场化技术交易服务体系进一步健全,科技成果转移转化制度环境更加优化,功能完善、运行高效、市场化的科技成果转移转化体系全面建成,形成以企业技术创新需求为导向、以市场化交易平台为载体、以专业化服务机构为支撑的科技成果转移转化新格局。

  二、重点任务

  (一)产学研协同推进科技成果转移转化。

  1﹒强化企业转移转化科技成果的主体地位。

  2﹒支持高校院所开展科技成果转移转化。

  3﹒推动新型研发机构成为科技成果转移转化生力军。

  4﹒发挥科技社团促进科技成果转移转化的纽带作用。

  (二)开展科技成果信息发布与汇交。

  1﹒发布转化先进适用科技成果包。

  2﹒加强科技成果信息汇交。

  3﹒强化科技成果数据资源开发利用。

  (三)完善科技成果转移转化支撑服务体系。

  1﹒发展技术交易市场。

  2﹒建强技术转移机构。

  3﹒提升知识产权服务水平。

  4﹒壮大科技成果转移转化人才队伍。

  (四)发挥地方在推动科技成果转移转化中的重要作用。

  1﹒加强地方科技成果转化工作。

  2﹒建设科技成果产业化基地。

  (五)强化创新资源深度融合与优化配置

  1﹒实行多元化资金投入。

Electronic Arts pledges free use for five accessibility patents Recently, Electronic Arts (EA) announced a patent pledge that gives other companies and developers free access to five of its current accessibility-related patents and technology. The company promised not to enforce against any party for infringing any of the listed patents. Instead, EA hopes to encourage “innovation” and build new features that make video games more inclusive on a much larger scale by opening up the patents.  Electronic Arts (EA) is an American video game company founded in 1982. The company owns many popular and famous games, such as The Sims, SimCity, Apex Legends, Madden NFL and FIFA. Each of the games has more than 30 or 50 million sales volume. Significantly, esports involves FIFA and Apex Legends into the event list. Apex Legends has up to 1 billion players, and it is so popular that it has a Switch version. Within the freely available patents, one of which grabs everyone’s attention -- Apex Legends’ ping system (patent No. US 11097189). The ping system in Apex Legends, which excellently allows players to make communication and teamwork quick and easy without hearing or speaking, has been praised both as an impressive alternative to voice chat and as a great accessibility feature for players with a variety of disabilities.  The other patents include the technology widely used in the FIFA and Madden NFL. The innovations can automatically detect and modify colors (patent No. US 10118097 and CN 107694092) and contrast ratios (patent No. US 10878540) to improve gamers’ visibility with colorblindness and low vision. Furthermore, one of the patents relates to personalized sound technology, helping players with hearing issues by modifying or creating music based on their preferences (patent No. US 10790919).   The code of the mentioned technology is published on EA’s GitHub, and it is open to all developers. Thus, the developers can use it or adapt it for their games without spending the costs to research. It is good that EA shares the patents for free use and aims to create an accessibility-increased gaming environment for players. However, it is not “unconditional” to use the listed patents. In the pledge, EA mentioned that it may terminate the promise for a specific party which files a patent infringement lawsuit or other patent proceedings against EA. Although both companies did not publicly share exact details of the settlement, at least it is sure that Colopl agreed to pay 3.3 billion yen (about US$30.2 million) as the settlement fee for the proceedings, including the future license of Nintendo's patents.    How did the battle begin?  Being developed and published by a Japanese game developer, Colopl, White Cat Project is a free-to-play action role-playing game for Android and iOS systems. The mobile game was launched in July 2014 as well as got a television anime adaptation in 2020. It is incredibly popular to have more than 50 million downloads. Furthermore, the game is set to receive a Switch version titled "Shironeko New Project".    In September 2016, Nintendo noted the Colopl's game and considered that the game had infringed on several of Nintendo's technology patents. Their patent family is wide-reaching, and many divisional applications of the family are pending in Japan. They protect a communication game system and its related devices. It is not easy to detect the patent's existence and boundary since this kind of hardcore technique is so common in the gaming field and our daily lives.     The five-year patent war has been settled.  After a five-year dispute, the situation appeared to turn in Nintendo's favor as the Switch maker increased its monetary demands, which convinced Colopl to strike a deal that lets it use the disputed patents. Furthermore, a Switch version of White Cat Project remains in the works at Colopl.    With the extraordinary losses of Colopl, the legal battle between the two companies came to an end.
