It is a global non-profit professional organization established in 1972. Its purpose is to encourage practitioners engaged in technology or intellectual property transfer and authorization to have a high professional level, help members improve their authorization skills and skills, and inform the public, International agencies, government agencies and business circles about the economic significance of authorization and the high professional level of authorized practitioners, and provide members with the latest and most accurate authorization related information. LESCT was officially awarded the flag on October 20, 2005 and became the 31st branch of LESI. Mr. Hou Qingchen, general manager of Nanjing Huaxun Intellectual Property Consulting Co., Ltd., was employed as the 7th secretary general and chief financial officer of LESCT, and Ms. Li Yuening, deputy general manager of Nanjing Huaxun Intellectual Property Consulting Co., Ltd., was employed as the 7th executive secretary of LESCT.

Nanjing Huaxun Intellectual Property Consulting Co., Ltd. was established in 2013.In September, it was a science and technology service enterprise of Nanjing talent plan. Main high-level intellectual property information and advisory services, involving patent search, patent analysis, patent information, intellectual property consultants, foreign-related legal advisers and other services. Its corporate philosophy "Huaxun is a bridge connecting China and the world, technology and market" coincides with LESCT's purpose. It aims to promote dialogue between the two sides of the strait and relevant international groups, and maintain a platform for intellectual property cooperation and exchange.
